“No Deal” means that the UK could not agree on a withdrawal agreement. as regards the procedures referred to in Article 29(2), (3) and (4) of Directive 2009/81/EC, Article 33(2) to (5) of Directive 2014/24/EU and Article 51(2) of Directive 2014/25/EU on the implementation of the following framework agreements concluded by contracting authorities or contracting entities of the Member States or the United Kingdom; including the award of contracts on the basis of those framework agreements: 31(1).The JAI shall submit annual reports on the implementation and application of Part 2 of the Withdrawal Agreement to the Technical Committee on Citizens` Rights established by Article 165(1)(a) of this Agreement. The United Kingdom shall continue to be entitled to its share of the amounts recovered under Member States` guarantees and to the balance of its appeal account in its Member States. The share of the United Kingdom referred to in this subparagraph shall be proportionate to its respective participation in each guarantee agreement. [28] Immediately after the announcement of a revised withdrawal agreement on 17 October 2019, Labour, the Liberal Democrats and the DUP declared that they could not support the new agreement.
